The Labour Safety Service is responsible for worker health and safety at JSC Volga. The Service is headed by the Chief Engineer for Industrial and Fire Safety who is directly subordinate to the General Director.
Their main focus is to ensure safe working conditions and safe working practice.
The Health and Safety activities and fire-prevention are carried out on the basis of an annual plan and budget approved by the General Director.
The budget funds are used to finance improvements in working conditions including: development and implementation of safer technologies and equipment; safety training of workers and specialists; provision of protective equipment, fire-extinguishing appliances, warning posters, etc.; regular inspections of instruments and equipment; evaluation of working conditions and work-related risks for new projects and modernisation; continuous development of work instructions and other safety regulatory documentation; organization of seminars, meetings and information support
The expenditure on H & S was EUR 315,000 in 2003, EUR 491,000 in 2004 and EUR 450,000 in 2005.
Monitoring of hazards in the work place is carried out by the Labour Safety Service together with Environmental Analysts from the Sanitary and Emissions Laboratory. Each and every work-place at the mill has been rated according to its working conditions.
Safety training of personnel is a cornerstone to industrial injuries prevention. During 2005, 3025 employees were trained on labour legislation and occupation health & safety, including workers who are involved in hazardous activities, managers and specialists in charge of safe operation of cranes, lifts, pressure vessels and the carriage of dangerous cargoes by railway.
The mill has a permit from Ros-Technadzor (the Russian Technical Authority) for in-house training and certification for certain working professions (e.g. crane-operators).
Monitoring of Health and Safety performance at JSC Volga is carried out according to a schedule coordinated with the Trade Union Committee. All the Mill’s subdivisions are checked every year, including those of the social sphere. The implementation of any recommended corrective actions is checked by the Labour Safety Service. |
