The Interregional Office of Federal Service for Supervision of Natural Resource Usage for the Nizhny Novgorod region and the Republic of Mordovia (Rosprirodnadzor) issued a comprehensive environmental permit (CEP) to the Volga paper mill. In the Nizhny Novgorod region, this is the first CEP received by a paper manufacturing company. The document confirms that the manufacturing facilities fully comply with principles of the best available technologies, environmental standards and requirements.
The Company has successfully passed all stages of approval in federal and regional departments and obtained a 7-year CEP on December 3, 2024.
Just before, on November 29, 2024, Rosprirodnadzor issued a CEP to BiotechServis LLC. This is a significant event, as the Company provides reliable, safe and compliant purification of municipal and industrial wastewater at Volga JSC treatment facilities.
According to Svetlana Lomash, Director of Ecology at Volga JSC, improvement of Company’s process-related and environmental activities is not limited to obtainment of the comprehensive environmental permit. “In the next few years, we intend to further modernize production. The projects will increase the output of high-tech, environmentally friendly products, improve reliability and efficiency of equipment, and infrastructure facilities, as well as compliance with environmental standards,” Svetlana Lomash said.
Volga JSC consistently and responsibly approaches compliance with environmental legislation standards. The Company is implementing a long-term environmental program, which most significant areas are projects on rational use and protection of water, waste management improvement and atmospheric air protection.
The very fact of obtaining the CEP is an official confirmation and recognition of the environmental policy implemented by Volga JSC, which is based on principles of reducing the environmental impact and improving the energy efficiency of production.

It will be recalled that in December 2023, by Order of the Federal Agency for Technical Regulation and Metrology (Rosstandart), a revised version of the Reference Notes of best available technologies (BAT) in the pulp and paper sector was approved. For the first time, the Reference Notes include technologies used in the manufacture of the entire range of Volga JSC products: paper made from 100% thermomechanical pulp and paper from thermomechanical pulp- and waste paper-based mixes.
